Invitation to Early Market Engagement Event for the Procurement of Design, Supply and Installation of 66 kV sub-transmission line from Kenema to Kailahun and associated substation in Kailahun, The Enh
The Enhancing Sierra Leone Energy Access Project (ESLEAP) is funded by the World Bank. The overall development objective of this project is “to increase electricity access in Sierra Leone and to improve the Electricity Distribution and Supply Agency’s (EDSA’s) operational performance.
The Government of Sierra Leone has received the second additional financing to support activities that are aligned with Sierra Leone's action plan 2030 under the project. One of the activities is the Designing, Supply and Installation of 66 kV sub-transmission line from Kenema to Kailahun and associated substation in Kailahun, all in the eastern province of Sierra Leone.
In compliance with sections 3.8 to 3.13 of Annex V and section 4.4 of World Bank’s procurement regulation (February 2025), EDSA is organizing Early Market Engagement (EME) prior to launching of the formal public tender process. The approved procurement method for this activity is International Competitive Bidding (ICB), one stage two envelope process (rated criteria).
Objectives of the EME include:
- To adequately inform the market about the contract opportunity, explaining key proposed features of the activity and procurement process.
- To gain an understanding of the size, composition, key dynamics and capabilities of our target market; and
- To adapt our procurement strategy based on the feedback we receive in a way that incentives high quality and experienced potential proposers to participate in our tender process.
To help us achieve our objectives, eligible and interested market players in the electricity sector are invited to participate in this event, scheduled as follows:

Venue: Hybrid; Physical Venue is New Brookfields Hotel on Jomo Kenyatta Road in Freetown, Sierra Leone. The link for the event will be shared ahead with firms that indicate their interest in attending virtually.
Confirmation of attendance through email by 12:00 noon Sierra Leone time on Thursday the 10th of July 2025 would be appreciated. Please indicate in your email whether you will be attending virtually or physically, this will support our planning and logistics arrangement.
