The Government of Sierra Leone has received financing from the World Bank towards the cost of the Regional Emergency Solar Power Intervention Project (RESPITE) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include “the provision of Financial Management Assistance / Services during the implementation of this project”. The estimated level of effort (professional staff-months) for this assignment is Twelve (12) man months. Expected date of commencement of service is the 1st June 2025, renewable based on satisfactory performance and availability of fund.

The objective of the assignment is to provide financial management assistance to the Finance Unit, thereby ensuring effective financial management services to the project in accordance to World Bank financial management policies and procedures and relevant national financial instruments.

The Electricity Distribution and Supply Authority (EDSA) now invites eligible and qualified Individual Consultants, (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services.  

Criteria for shortlisting are: Must have the required academic and professional qualifications and experience.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. 

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) Method set out in the Procurement Regulations.
