1.         The Government of the Republic of Sierra Leone has received financing from the World Bank toward the cost of the Enhancing Sierra Leone Energy Access Project (ESLEAP), and intends to apply part of the proceeds toward payments under the Contract for Design, Supply and Installation of 66 kV sub-transmission line from Kenema to Kailahun and associated Substation at Kailahun. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2.         The Electricity Distribution and Supply Authority (EDSA) now invites sealed Bids from eligible Bidders for:

Design, Supply and Installation of 66 kV sub-transmission line from Kenema to Kailahun and associated Substation at Kailahun

  • Approximately 120 km of 66kV sub-transmission line (steel lattice towers, single circuit structure, single circuit stringing, 265mm2 AAC conductor)
  • Extension at Kenema substation of outdoor 66kV switchgear for one 66kV outgoing feeder bay with associated metering, protection and control
  • 66kV outdoor switchgear and busbar system at Kailahun Substation (one feeder incomer bay, one outgoing Power Transformer Bay, busbar system)
  • One 66/33/11kV, 20/25MVA Power Transformer at Kailahun Substation
  • 33kV, 25kA for 3s, 630A Single Bus bars Air Insulated Switchgear at Kailahun Substation (two feeder outgoing cubicles, one transformer cubicle, one bus sectionalizer cubicle, one measuring cubicle)
  • Metering, protection and control at Kailahun Substation
  • AC and DC supply at Kailahun Substation
  • Power, auxiliary & control cables & accessories at Kailahun Substation

The Government of Sierra Leone has received financing from the World Bank towards the cost of the Enhancing Sierra Leone Energy Access Project and intends to apply part of the proceeds for consulting services.  

The consulting services (“the Services”) include “Preparation of Resettlement Plan (RP)”. The estimated level of effort (professional staff-months) for this assignment is Eight (8) man weeks. Implementation is expected to commence on the 17th October 2025 and ends on the 31st December 2025.

The objective of this assignment is to prepare a Resettlement Plan (RP) for the Enhancing Sierra Leone Energy Access Project (ESLEAP) in line with the World Bank Environmental and Social Framework requirements on Land Acquisition and Involuntary Resettlement (ESS 5) and relevant national laws and regulations to ensure the adverse impacts resulting from physical and economic displacement due to project activities are adequately mitigated and the livelihood of Project Affected Persons (PAPs) are restored. The RP will include detailed information on PAPs whose livelihoods are likely to be adversely affected by the project activities, both during construction and operation.

The Enhancing Sierra Leone Energy Access Project (ESLEAP) is funded by the World Bank. The overall development objective of this project is “to increase electricity access in Sierra Leone and to improve the Electricity Distribution and Supply Agency’s (EDSA’s) operational performance.

The Government of Sierra Leone has received the second additional financing to support activities that are aligned with Sierra Leone's action plan 2030 under the project. One of the activities is the Designing, Supply and Installation of 66 kV sub-transmission line from Kenema to Kailahun and associated substation in Kailahun, all in the eastern province of Sierra Leone.

In compliance with sections 3.8 to 3.13 of Annex V and section 4.4 of World Bank’s procurement regulation (February 2025), EDSA is organizing Early Market Engagement (EME) prior to launching of the formal public tender process. The approved procurement method for this activity is International Competitive Bidding (ICB), one stage two envelope process (rated criteria).

The Government of Sierra Leone has received financing from the World Bank towards the cost of the Regional Emergency Solar Power Intervention Project (RESPITE) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include “the provision of Financial Management Assistance / Services during the implementation of this project”. The estimated level of effort (professional staff-months) for this assignment is Twelve (12) man months. Expected date of commencement of service is the 1st June 2025, renewable based on satisfactory performance and availability of fund.

The objective of the assignment is to provide financial management assistance to the Finance Unit, thereby ensuring effective financial management services to the project in accordance to World Bank financial management policies and procedures and relevant national financial instruments.
