The Enhancing Sierra Leone Energy Access Project (ESLEAP) is funded by the World Bank. The overall development objective of this project is “to increase electricity access in Sierra Leone and to improve the Electricity Distribution and Supply Agency’s (EDSA’s) operational performance.
The Government of Sierra Leone has received the second additional financing to support activities that are aligned with Sierra Leone's action plan 2030 under the project. One of the activities is the Designing, Supply and Installation of 66 kV sub-transmission line from Kenema to Kailahun and associated substation in Kailahun, all in the eastern province of Sierra Leone.
In compliance with sections 3.8 to 3.13 of Annex V and section 4.4 of World Bank’s procurement regulation (February 2025), EDSA is organizing Early Market Engagement (EME) prior to launching of the formal public tender process. The approved procurement method for this activity is International Competitive Bidding (ICB), one stage two envelope process (rated criteria).
